A monsoon season when it hardly rains is considered normal in Delhi. Delhites hear of rain elsewhere, take solace in listening to others complain of the inconvenience of rainfall, but don't actually expect showers in their own city. When it does rain, it doesn't pour. It drizzles a bit and traffic comes to a standstill. Delhites think of Mumbai as a foreign place where people carry umbrellas all the time.
