Manipur: Police to beef up security after strike called by outlawed organisation
Prime Minister Narendra Modi will visit Manipur on November 30 to lay the foundation stone of the National Sports University, besides being the chief guest for the state-sponsored Sangai Festival. According to officials, Modi is expected to visit Kohima in Nagaland to participate in the Hornbill Festival the next day. The police has been beefing up security to ensure that there will be no law and order problems, especially after the Maoist Communist Party, an outlawed underground organisation, called for a 17-hour general strike in Manipur. Modi does not yet have separate official meetings lined up with Manipur Chief Minister Ibobi Singh and senior army officials.

Assam: Bomb to be triggered during States' police chiefs meet recovered
On Monday, security personnel on duty in the Alipurduar-Kamakhya Intercity Express recovered a powerful bomb destined to be triggered during a national conference of police chiefs from all states. This high-level conference, scheduled for November 29, will be addressed by Prime Minister Narendra Modi. Security personnel reportedly spotted a plastic bag covered with a towel and wires sticking out near Kendukona railway station in Kamrup district. After informing the station master, the train was stopped and the bomb recovered.

Kerala: Outbreak of avian flu in two districts
The Kerala government on Monday issued a state-wide alert following a confirmed avian flu outbreak in Kottayam and Alappuzha districts. Speaking to the media, State Minister for Animal Husbandry KP Mohanan said that the H5 avian influenza virus had been confirmed in samples sent to the High Security Animal Disease Laboratory in Bhopal. The affected birds will be culled from Tuesday onward to prevent the spread of the disease, the minister added. Avian influenza, commonly called bird flu, is an infectious viral disease of birds. Some strains of the virus have caused serious infections in humans in the past.

Karnataka: TV channel blocked at behest of minister
According to a statement released by Karnataka's leading news television network TV9, its channel was taken off air by several cable operators in the state at the behest of state energy minister DK Shivakumar on Monday. Employees at the channel have said that they were going to run a major exposé against Chief Minister Siddaramaiah's state government at 9.30 pm in their prime-time segment. However, just before the programme was to be telecast, the channel was taken off air. Meanwhile, the president of the Karnataka State Cable Operators Association has denied that the channel had been taken off air following pressure from the government.

Delhi: Reservation in play schools for kids from economically weaker sections
The Delhi High Court on Monday directed playschools that were allotted land at concessional rates in the capital to offer 25% of their seats free of charge to children from economically weaker sections. According to the division bench, if schools were found flouting this order, the Delhi Development Authority would have to cancel their lease. The bench also ordered the Directorate of Education to conduct a yearly compliance check on these schools.
