Chhattisgarh’s Director General of Police AN Upadhyay has issued two showcause notices and a warning letter to controversial former Bastar inspector general of police, SRP Kalluri, for indiscipline. He drew criticism for attending a private event in Jagdalpur without informing his superiors and sharing a WhatsApp post on it in violation of state government rules, The Indian Express reported on Saturday.

Kalluri was accompanied by Sukma Superintendent of Police Indira Kalyan Elesela and Jagdalpur SP RN Dash at an event on Thursday evening. It came to light after local media outlets quoted Elesela on Friday as saying, “Manvadhikaar karkartaon ko sadak par kuchal dena chahiye (human rights activists should be crushed on roads).”

Upadhyay’s notice to Kalluri asked him to explain why he should not be penalised for violating the state government’s regulations. The second notice questions his WhatsApp post, which includes a photograph of Kalluri with Elesela and Dash with a caption that reads “three idiots clean bowled”. The notice said the photograph violated the state government’s social media rules.

Elesela and Dash were issued transfer orders on Friday. Kalluri, who has three days to respond to the notices, was also warned against leaving his station without informing his superiors.

Kalluri was removed from the post of Bastar’s IGP after a mob attack on scholar-activist Bela Bhatia, which allegedly had the support of certain officers in the police force. In 2006, he was accused of the custodial rape of a woman whose husband had reportedly been shot by the police in the Chhattisgarh’s Sarguja district.

Activists and human rights lawyers have accused Kalluri of harassment. The controversial policeman has been facing health issues, which is believed to have been a factor behind the medical leave granted to him in February. He had been the IGP of Bastar since June 2014.
