Haryana IPS officer’s death: State government sends DGP on leave
Shatrujeet Kapur and other officials were named in a note left behind by Y Puran Kumar, who was found dead on October 7.
The Haryana government has sent Director General of Police Shatrujeet Kapur on leave amid a controversy surrounding the death of senior Indian Police Service officer Y Puran Kumar, The Hindu reported.
Kumar was found dead at his residence in Chandigarh’s Sector 11 on October 7. The police said he died by suicide.
In a “final note” recovered from the scene, Kumar named 11 serving and retired officers, including Kapur and Rohtak Superintendent of Police Narendra Bijarniya, accusing them of caste-based discrimination.
Kumar’s post-mortem examination has not yet been conducted as his family has refused to allow it until Kapur and Bijarniya are arrested, The Hindu reported.
On Saturday, Birjaniya was replaced as the Rohtak superintendent of police. An order mentioning Bijarniya’s new posting is yet to be issued.
In a letter to the chief minister, Kumar’s wife said her husband’s note “explicitly names the individuals responsible for creating an atmosphere of harassment, humiliation and mental torture, which directly led to this tragic act”.
On October 10, a first information report was registered by Chandigarh Police under charges of abetment to suicide and provisions of the Scheduled Castes and Scheduled Tribes Prevention of Atrocities act against those named in the note.
A six-member Special Investigation Team was set up to investigate the matter.
On Saturday, Saini said that the government would ensure justice for Kumar’s family, regardless of how influential the culprits may be.
Rahul Gandhi calls for immediate action
On Tuesday, Congress leader Rahul Gandhi visited Kumar’s family to offer his condolences and called for immediate action against the officers.
The Opposition leader told reporters that Chief Minister Nayab Singh Saini had promised Kumar’s family that action would be taken after an investigation. However, this promise was not being fulfilled, he alleged.
“Due to this, the pressure on Puranji’s daughters, along with the family, is only increasing,” Gandhi said. “For several years, institutional discrimination has been meted out against IPS officer Y Puran Kumarji.”

Gandhi added that this was a matter that concerned not just one family.
“Such incidents are sending the wrong message to millions of Dalit brothers and sisters across the country that no matter how successful or capable you are, if you are Dalit, you can be suppressed, crushed, and discarded,” the Congress leader said. “We will not accept this.”
He added: “As the leader of the Opposition, my direct message to the country’s prime minister [Narendra Modi] and the chief minister of Haryana is that you must fulfil the promise you made to both daughters of Puran Kumarji. Allow their father’s last rites to be performed and stop this spectacle.”
Gandhi urged the authorities to take action against the officers.
